EmpInno – S3 Empowering for Innovation and Growth in MediumSized Cities and Regions

Project Period: May 2016 - May 2019

EmpInnos aim is a better and more effective research and innovation strategy for smart specialisation (RIS3) in medium-sized cities and regions in the Baltic Sea Region. Smart specialisation is a concept for identifying the regional strength areas and increasing growth and competitiveness within these areas. The project brings together 16 partners and 29 associated organisations in a partnership that extends about three years. Region Östergötland is a project partner with responsibility for the area Food.

Regional strategies for smart specialisation (RIS3) are a requirement of the European Commission for receiving funds within the European Regional Development Fund (ERDF). Östergötland's RIS3 was developed during the period 2012-2014.

The preconditions for effective improvement of RIS3 depend on the capacity of a regional innovation system to apply and implement the strategies. However, in this area, they often lack resources and experience/expertise, which means that the strategies' potential to contribute to innovation and growth is not fully utilised. Moreover, in many regions of Europe, the RIS3 are communicated insufficiently with regard to innovation support stakeholders.

EmpInno takes as its starting point the fact that regional authorities all over Europe are facing common problems and challenges in the process of developing, implementing and following up on the RIS3. The project exploits the common experience and expertise within the partnership for mutually learning and exchange. In this way, EmpInno aims to improve the capacities of intermediate actors to develop the RIS3 and to increase the capacities of regional authorities for upgrading and improving their RIS3 strategies and their implementation.

In addition to that, EmpInno aims to promote networking in common thematic RIS3-priorities. There are six priorities that are identified: the ICT, health & life science & biotech, maritime industries, food, energy, and materials. Region Östergötland is participating in the areas of food, energy and materials.
